Why do you need your own LC_COLLATE data? You should use iso14651_t1 and if necessary patch up some things with reorder-after.

Actually, reading the license in that file, I cannot possibly take it. All of the locale descriptions must be unencumbered by the license and especially must not include any advertising clause. If you're willing to relicense the file reopen the bug. I might be able to fix up the LC_COLLATE stuff. But not without a license change.
