Description of problem:
Urdu (ur_IN) is not supported by the C library. 

Version-Release number of selected component (if applicable):
glibc-common-2.3.90-38

How reproducible:
Always

Steps to Reproduce:
1.locale -a |grep ur_IN

Actual results:
Nothing

Expected results:
ur_IN
ur_IN.utf8

This file is bogus.  You should never duplicate information.  For instance, the
LC_CTYPE data is identical to the ur_PK data.  Therefore copy should be used. 
The LC_MONETARY section is identical to the ur_PK locale, too, and here it makes
no sense at all.  E.g., the currency sign must be that of India and not Pakistan.

I can only assume you haven't looked at the data at all.  Fix it, reduce
duplication to a mimimum.
