Dogri language locale for India

Dogri is one of the Indian official 22 language. As per 2001 census it has 2.3 million users.

This locale is already committed in glibc localedata, closing

Pravin, I don't see the locale in current glibc git HEAD, so I reopen. Where do you see it?
