The locales are incomplete and they don't use the ru_RU locale for the information which can be inherited (use copy).  You have to define fields.  Run localedef on the files.

Why there is a Latin-based version? Erzya language has no (and cannot have) official Latin-based alphabet. Obviously there should be 1 locale without @suffix.

Latin alphabet for Erzya keel is not my invention. Go to Latin discussed for a long time. For example, all Erzya linguists, who proposed this change, in 1937, shot as spies.
While in Russia banned the use of the Latin alphabet, it does not mean that all the small ethnic groups agree.

At the moment, activists translate the popular social network VKontakte in Moksha language using the Latin alphabet. Moksha is very close to Erzya.
