CLDR data for Cherokee

Include a Cherokee Locale based on attached CLDR.

chr locale in unicode

This is a first try at the Cherokee locale.  It is in Unicode.  The Collation
section needs to be improved upon by someone with more than my limited
knowledge.

The locale file is incomplete and it should not copy data from the en_US locale
or so.  Use the copy statement.  And the collation data should be additive to
the iso14651 data.
