Moroccan arabic local for Morocco, latin scripting.

Description:
Dear maintainers,

Please find attached the locale definition for ary_MA@latin to be
considered for inclusion in glibc. This locale is for Moroccan Arabic (ary_Ma) which is the arabic variant spoken in morocco (http://en.wikipedia.org/wiki/Moroccan_Arabic). It is different from ar_MA, which deals with classical arabic locale for Morocco.

It's been more than a mouth and we still got no answer. Please consider our demand, we need this local to be accepted in order to continue with our ubuntu translation.

Accepting patches like this can take very long time, unfortunately. I recommend you do not wait for upstream acceptance and proceed with your other translations.

What is the @latin for?  If this is the only locale with this name it is not needed to use @latin.

Hello,

I'm sorry for the late answer, i taught I'd receive an email when a comment would be posted. Although the language is recognized as being the mother tongue of a majority of Moroccans http://www.ethnologue.com/show_language.asp?code=ary, there's as of today no standardization about how it should be written. Both Latin and Arabic scripts being widespread throughout morocco we've designed a writing standard that can be used either with Latin or Arabic characters, thus the @latin.
I know it can seem awkward but the only way I've found to give the user the choice between the Arabic and the Latin script was to create two different locals.

I haven't finished working on the Arabic local yet, as I'm primarily using the Latin script, but the text is exactly the same it's only a mater of character transposition.

Perhaps create ary_MA from ar_MA first, then make ary_MA@latin.

Yes, maybe, but if we want to do such a switch, we should do it consistently for all  locales in glibc of course.

So maybe if we add the Moroccan Arabic now, we could still add it as ary_MA and ary_MA@latin to be consistent with the current state in glibc.

Or would it be OK to switch gradually to @Latn and not switch all locales at once?
