[patch] update locale defination file for ne_NP (Nepali)

Patch to update locale deinition file for nepali language , Nepal. The new patch
consists of nepali collation rules and fixed/set the data to suit our standard
issued by our Government.

Do you have any references to document the correct settings for this locale?
You might find interesting information on

Previoulsy the maintianer was Pawan chitrakar from the same company where i am
currenlty working.. But now i am responsible for the ne_NP glibc locale
defination file. so please accept my submissions from now on.
here is the locale specs used to create the nepali locale defination file for
Nepal ( ne_NP ).

how long it will take to accept my update patch by glibc? or there is some
problem with my submission or something else.
I have uploaded the update patch.. since it stayed for too long as NEW.. i
change it to the reAssign..
plz suggest me what should i do...

Thank you for your contribution. However, I wonder about several points of the patch.
You seem to be changing indentation in a lot of the sections, making it difficult to review the changes. Could you please keep the original indentation? I realize it may be significant work now so it is not crucial, but it would be welcome.
In email, a random slash appeared in front of @.
You should probably just reorder the collation imported from iso14651_t1 instead of replacing the whole LC_COLLATE.
