This is a regression.  It would be good if 1.7 Setup would automatically create
the local package directory that the user specifies, even if it did not already
exist.  1.5 Setup does it, so it would be good if 1.7 Setup could too.

I, too, experience the behavior Mark reported.  I am using Setup 2.649.
